Francesca Wheler
Francesca Wheler is an accomplished leader with extensive experience guiding strategic transformation across complex public sector systems. As a retired Assistant Deputy Minister, she brings expertise in governance, strategic planning, and building partnerships across diverse interests and jurisdictions. She is recognized for advancing complex change through innovation and collaborative leadership.
Throughout her career with the Province of British Columbia, Francesca held senior executive roles across several ministries, leading high-profile initiatives in public service transformation, system integration, and Indigenous reconciliation.
Francesca brings to the board a strategic perspective, strong governance experience, and the ability to navigate complex issues with integrity, diplomacy, and a focus on results. She holds a Master of Arts in Interdisciplinary Studies from RRU, a Bachelor of Arts in Human Geography from UVic, and is a Project Management Professional (PMP).
Her connection to sport is personal, shaped by years supporting her daughter’s journey through the high-performance pathway to varsity athletics and her spouse’s career in elite professional hockey.
